OpenFinance: rotate tenant webhook secret

Rotates the inbound webhook secret used by OpenFinance to deliver events. Optionally accepts a new `authorizationKey` and `baseUrl`. Verifies the new key with upstream before persisting; returns 502 when upstream rejects.
